HB 2070 is a proposed amendment to the Pennsylvania Constitution that would add a new section to Article IV to require that any executive order or proclamation issued by the governor can only remain in effect for 21 days, after which point it can only be extended by a concurrent resolution of the General Assembly. This is yet another attempt to undermine the ability of the executive branch to function independently and separately from the legislature.
