ACLU-PA Position: Supports

HR 113 (PN 1262) is a House resolution directing the Joint State Government Commission to study how police body-worn cameras and footage are currently used and stored in the Commonwealth.

The Commission would be required to prepare a report that:

  • Assesses the cost of filming, storing, and reviewing complete body-worn camera footage;
  • Recommends ways to ensure footage is used for the justice of all;
  • Assesses and makes recommendations about how to shield footage from cyber threats; and
  • Establishes an advisory committee comprised of individuals who have expertise and experience in fields, positions, and situations relating to criminal justice, cyber security, ethics, and law enforcement. 

Pennsylvanians deserve to know how body cameras are being used by law enforcement agencies across the state, which departments are utilizing body-worn cameras, and how cameras and footage can more effectively contribute to police and civilian accountability.

HR 113 was adopted on May 8, 2024. The final JSGC report, Body-Worn Camera Footage Outcomes for Law Enforcement Officers and Civilians, was issued on December 17, 2024.
