HB 321 P.N. 1404 amends the Pennsylvania crimes code to prohibit terminating a pregnancy based on a “prenatal diagnosis of, or belief that the unborn child has, Down syndrome.” Any violation of this provision would constitute a third-degree felony.
House Bill 321 was vetoed as Veto No. 4 of 2019.
