ACLU-PA Position: Supports

HB 2429 (PN 3343) would authorize the Pennsylvania Department of Corrections (DOC) to establish a medical assistance reentry program for incarcerated individuals who are scheduled to be released and returning to their community.
 
While people are incarcerated, their access to Medicaid is suspended and the cost of treatment and medication is covered by the Department of Corrections. Once these benefits are suspended, it takes time to reactivate and causes delays in access to care.
 
HB 2429 would ensure a continutity of care, providing access to substance use disorder treatment and case management services before release and a 30-day supply of medication upon release. This program would be available to counties that choose to opt in, enabling transitioning individuals an opportunity to continue their recovery.
