ACLU-PA Position: Opposes
The ACLU-PA opposes HB 2238 generally because the ACLU opposes limitations on the number of terms an elected official may serve. Such limitations infringe on the right of candidates to a place on the ballot and on the right of citizens to vote for persons of their choice. This applies to all branches of government at all levels.
In addition, for no discernable legitimate reason, HB 2238 imposes term limits on one DA among the 67 in the commonwealth. Imposing term limits on one DA, whether from Philadelphia or Franklin, Allegheny or Cumberland, is arbitrary and only serves to further complicate PA's already fragmented systems of local government.
