The American Civil Liberties Union of Pennsylvania, Legal Services of New Jersey, and the Transnational Legal Clinic at the University of Pennsylvania Carey Law School have filed a federal complaint with the Department of Homeland Security Office for Civil Rights and Civil Liberties over inhumane conditions at the Moshannon Valley Processing Center, a facility run by Immigration and Customs Enforcement (ICE) and the private corporation GEO Group.

The complaint alleges that people held at Moshannon endure unconstitutional, punitive, and harmful conditions. The complaint provides detailed accounts from people detained at Moshannon who have experienced inadequate medical care, a lack of language access, and an environment where those detained at the center are discriminated against by staff.

The complaint calls on the Office for Civil Rights and Civil Liberties to ensure accountability from ICE and GEO Group by opening investigations into the harms raised in our complaint.
