In March 2017, the ACLU of Pennsylvania submitted a Freedom of Information Act request to Immigration and Customs Enforcement (ICE), asking for information and documents including any correspondence between ICE and agencies in Pennsylvania about the 287(g) program. 287(g), which is named for the section of the Immigration and Nationality Act that authorizes it, is a cooperation program between ICE and local or state law enforcement that authorizes designated non-federal officials to enforce federal immigration law independent of ICE agents.
In June 2017, ICE responded to the FOIA request, revealing the following entities may be interested in the 287(g) program:

- Castle Shannon Borough Police Department (Allegheny County)
- Chester County Prison
- Erie Police Department
- Erie County Prison
- Franklin County Prison
- Perry County Prison
- Plumsteadville Police Department (Bucks County)
- Pocono Mountain Regional Police Department (Monroe County)
- Ross Township Police Department (Allegheny County)
- West View Police Department (Allegheny County)
- Warminster Police Department (Bucks County)
- Warrington Township Police Department (Bucks County)
- Westmoreland County Prison
- York County Prison
