A federal appeals court has ruled that mail ballots with a mistaken or missing handwritten date on the outer return envelope can be disqualified.
Judge DeLuca's district, 5-2-06, includes Penn Hills and Wilkins Township.
To date, Judge DeLuca has not responded to the ACLU-PA questionnaire.
