In March 2004, the ACLU-PA obtained a federal court order blocking the City of Bradford from fining three residents who displayed signs, some critical of the City’s leadership, without first getting a permit. We argued that the people should not have to ask for permission or pay fees to post signs on their own property. On August 31st, 2005, the District Court issued an opinion granting judgment for Bradford. The ACLU-PA noted an appeal to the Third Circuit in September 2005, and is still briefing the case.
